What licence do I need to skipper a pleasure boat in Croatia?

The short answer

Anyone operating a foreign-flagged boat in Croatian territorial waters must hold a certificate that authorises them to operate it. If the flag State's law requires no certificate, you need one issued under Croatian rules [1].

For Croatian-flagged boats, the ministry publishes a table of recognised certificates from other countries and what each one allows [2]. Below is what it says for Spain, France, Italy and Portugal.

It applies to boats for private use and to bareboat-chartered boats (bareboat is closed at The Seafolk) [2]. Always on condition of holding the right radio certificate if there is a VHF on board [2].

In addition, the international ICC certificate (UNECE Resolution no. 40) is valid on Croatian-flagged boats for personal use and Croatian bareboats if it is shown as valid for "coastal waters" and its limitations are respected [2].
